Utah requires non-resident telehealth providers to meet Division of Professional Licensing (DOPL) requirements, enroll as Utah Medicaid providers, and follow state telehealth policies before serving Medicaid patients. This registration-and-licensure burden is a barrier for out-of-state clinicians who could otherwise extend care to Utah patients remotely, particularly limiting access for Medicaid enrollees who could be served by out-of-state specialists.
