Texas requires out-of-state providers furnishing telehealth to be licensed or otherwise authorized in Texas and to have a physical office in the state. This physical-presence requirement is a barrier for clinicians who would otherwise serve Texas patients remotely from another state, since maintaining a Texas office adds cost and administrative burden. It particularly limits cross-border telehealth capacity that could expand access in underserved regions.
