Texas requires an existing provider-patient relationship — or, at minimum, an initial real-time video visit — before telehealth services can proceed. For patients without an established provider, this is a barrier to first-contact remote care, and it limits audio-only or store-and-forward first encounters that might otherwise expand access in underserved areas.
