Minnesota Medicaid audio-only telehealth coverage is temporary and set to expire July 1, 2027
Summary
Minnesota's Medicaid program covers audio-only (telephone) telehealth only on a temporary basis through July 1, 2027. After that date, audio-only will no longer count as covered telehealth except for narrow emergency mental health and substance use exceptions.
Under Minnesota statute, from July 1, 2025 to July 1, 2027, telehealth includes audio-only contact, but this authorization is time-limited. Once it sunsets, audio-only encounters will generally no longer be reimbursable as telehealth under Medical Assistance, except for specified emergency mental health and substance use services. This Medicaid coverage gap especially affects patients without reliable video/broadband access and the providers who serve them.
