Maryland's Medical Assistance Program requires providers to hold active Maryland licenses to be reimbursed for telehealth, with participation in certain interstate compacts and limited exceptions. Out-of-state clinicians not covered by an applicable compact must obtain Maryland licensure to serve Maryland Medicaid patients via telehealth, adding licensure cost and delay. (Maryland made telehealth payment parity and audio-only coverage permanent in 2025, so cross-state licensure is its primary remaining barrier.)
