Arkansas law excludes audio-only communication from the definition of telemedicine. This limits reimbursement for telephone-only visits, disadvantaging patients without reliable video access.
Per CCHP's Arkansas page, audio-only communication is excluded from the definition of telemedicine (AR Code 23-79-1601), and audio-only is not generally reimbursed unless it is real-time, interactive, and substantially meets the underlying service requirements. This creates a coverage gap for patients who lack broadband or video-capable devices, such as rural and older Arkansans, and for the clinicians who serve them.
